Dark-faced Brown Paper Wasp

Size about 10mm. Smallish wasp. Looks reddish-brown all over, with some black and some yellow. Has a characteristic narrow ring around abdomen that makes it look like some leather patch linking two halves of the abdomen. The bump near the waist seems more reddish and has a wider yellow ring around.
