Hangover Wasp

This is a very small animal. It could be a wasp. I am not very confident that this specimen can be identified despite a dozen decent photos of it. This specimen showed hyper-rapid response to my flash, landed back on the same spot. It seems to have a tapering abdomen, the thorax is shimmering in rainbow colours.
